Villion Farms (Pty) Ltd proposes to consolidate their current water storage by means of enlarging the Oude Schuur Dam (Dam 1) from its current capacity of 80 000 m3 to a capacity of approximately 400 000 m3, the Blikkies Dam (Dam 5) from 123 000 m3 to 152 000 m3 and decommissioning four smaller dams, as well as to expand agricultural areas (approximately 82ha), and associated infrastructure (including pipelines, a new pack house and sand borrow area) on the Oude Schuur Farm, near Worcester.

The proposed project would be located on Portion 31 of the Farm Texas 451; Remainder of Portion 25 of the Farm De Willige Rivier No. 451; Portion 2 of the Farm Winkelhaak No. 343; Remainder of Farm Karroo No. 453; Remainder of Farm Karroo No. 454; Portion 1 of Farm Karroo No. 454; and Farm Oude Schuur No. 925, located approximately 17 km east of Worcester, in the Breede Valley Municipality, Western Cape Province.

In terms of the Environmental Impact Assessment (EIA) Regulations (2014), as amended, enacted in terms of the National Environmental Management Act (NEMA) (Act No. 107 of 1998), as amended, the proposed project triggers a number of listed activities identified in Government Notices (GN) R983 and R984, as amended). Accordingly, the proposed activities require Environmental Authorisation from the competent environmental authority, viz. the Department of Environmental Affairs and Development Planning (DEA&DP) via the Scoping and Environmental Impact Reporting process outlined in GN No. R982, as amended.

Holland & Associates Environmental Consultants has been appointed by Villion Farms (Pty) Ltd to undertake the requisite Environmental Impact Assessment (EIA) process for the proposed project (in this case, a Scoping and Environmental Impact Reporting (S&EIR) process) in accordance with the National Environmental Management Act (NEMA) (No. 107 of 1998), as amended, EIA Regulations (2014).

Notice is given of the submission of the Application for Environmental Authorisation to DEA&DP, in terms of the NEMA EIA Regulations (2014), as amended, in respect of the proposed project. Furthermore, notice is given of the availability of the Draft Scoping Report for I&AP review and comment.

The Draft Scoping Report (including a copy of the Water Use License Application (WULA)) has been made available to the public for review for a 30 day comment period, and is downloadable via the link below. Registered Interested & Affected Parties (I&APs) have 30 days, i.e. 26 May 2021 – 28 June 2021 to submit comments related to the proposed project and the aforementioned documents. Any comments received from I&APs will be collated and responded to in a Comments and Response Report CRR(2), and will be included in the Final Scoping Report that will be submitted to DEA&DP at the end of the Scoping Phase. The CRR2 will also be included in the draft Environmental Impact Assessment (EIA) Report that will be circulated for I&AP comment in Phase 3 of the EIA process. All registered I&APs will be notified when the draft EIA Report (in Phase 3 of the Scoping & Environmental Impact Reporting process) is available for comment.
