PROPOSED RAISING OF THE JAN KOEKEMOER DAM, NEAR PEARLY BEACH, WESTERN CAPE: NOTIFICATION OF ENVIRONMENTAL AUTHORIZATION

The village of Pearly Beach on the Western Cape South Coast, near the town of Gansbaai, requires additional water sources (or the further development of existing sources) to meet the growing potable water demand. PSP Eiendomme, a developer (and the applicant in this application), has received a Planning Approval as well as an Environmental Authorization (from the Overstrand Local Municipality and DEA&DP respectively) to undertake a new residential development on the remainder of Erf 1892, Pearly Beach. As a condition of the Planning Approval the developer must expand the existing bulk water supply network to meet the higher water demand. It is proposed that the existing Jan Koekemoer Dam be raised to secure the higher raw water demand in the village, in combination with supportive ground water development for peak demand periods. The water would be supplied to the Overstrand Municipality who is the Water Service Provider of the town.

All Interested and/or Affected Parties (I&APs) are hereby notified that the Department of Environmental Affairs and Development Planning (DEA&DP) has granted an Environmental Authorisation, in terms of the National Environmental Management Act (NEMA, 107 of 1998) and Environmental Impact Assessment (EIA) Regulations for the above mentioned project.  The following listed activities has been authorized: Activities 18, 40 & 55 of Government Notice No. R 544, Activities 12, 13, 17 & 24 of Government Notice No. R 546, Activities 19, 27, 48 & 66 of Government Notice No. R 983 and Activities 12, 16 & 23 of Government Notice No. 985. The decision was taken on 2 October 2015, and the Environmental Authorization was issued on the same day. The Environmental Authorization is available for download via the link below.

We would like to draw your attention to your right to appeal against the decision to the Provincial Minister, D:EA&DP in terms of the National Appeal Regulations (2014) and Chapter 7 of the Environmental Impact Assessment Regulations, 2010.  Any person who wishes to appeal must lodge a Notice of Intention to Appeal with the Minister, within 20 calendar days of the date of the Department’s decision.  The Appeal must be submitted within 30 days of the lodging of the Notice of Intention to Appeal.
