Proposed Upgrade of A Road Leading To The Mossgas Quay In The Port Of Saldanha, Western Cape

PROPOSED UPGRADE OF A ROAD LEADING TO THE MOSSGAS QUAY IN THE PORT OF SALDANHA, WESTERN CAPE: BASIC ASSESSMENT PROCESS: NOTIFICATION OF ENVIRONMENTAL AUTHORISATION

Transnet National Ports Authority (TNPA) proposes to upgrade an existing gravel road on Portions 12 and 16 of Farm 197 and Remainder of Erf 11945, in the Port of Saldanha, Western Cape. The road is currently being used by trucks to access the Mossgas Quay area. The proposed project is to formalize and upgrade the road. The length of the existing gravel road is approximately 1km and the width is 3.5m. The proposed project includes, amongst others, the widening and surfacing the road (to asphalt), and installing associated stormwater infrastructure and electrical reticulation for street lighting. The upgraded road will be approximately 1km in length, and the width of the upgraded road will be approximately 10.4m wide.

In terms of the EIA Regulations (2010) enacted in terms of the National Environmental Management Act (Act No. 107 of 1998), as amended, the proposed project triggers a number of listed activities identified in Government Notices R544 and R546. Accordingly, the proposed activities required authorisation from the Department of Environmental Affairs (DEA) via the Basic Assessment Process outlined in GN No. R543.

All Interested and/or Affected Parties are hereby notified that DEA has issued an Environmental Authorisation in terms of the NEMA EIA Regulations (2010) for the proposed project.DEA has granted environmental authorisation to the Applicant (i.e. Transnet National Ports Authority) to undertake the following activities listed in terms of the NEMA EIA Regulations (2010): Activities 9, 11, 18, 40, 43, and 47 of GN R. 544; and activities 12, 13, 16, 19 and 24 of GN R. 546. The Environmental Authorisation was issued by DEA on 11 December 2014 and is available for download via the link below.

We would like to draw your attention to your right to appeal against the decision to the Minister in terms of Chapter 7 of the EIA Regulations (2010).  Any person who wishes to appeal must lodge a Notice of Intention to Appeal with the Minister within 20 calendar days of the date of DEA’s decision.  The Appeal must be submitted within 30 days of the lodging of the Notice of Intention to Appeal.  All Notice of Intention to Appeal and Appeal Forms must be submitted by means of one of the following methods:
